About The Port of Harlingen Authority
The Port of Harlingen Authority is an important economic hub of South Texas. Sitting on the Southern tip of Texas on the Arroyo Colorado River, the port is a shallow draft, inland port for barge and multimodal transport. Our unique location provides direct access to economical and efficient transportation that includes rail, air, international highways and ports of entry. Transporting an average of 3 million tons of cargo annually, The Port of Harlingen provides access to import and export commodities in bulk, liquid and special cargo. The Port also serves as a gateway for international commerce with a majority of our commodities destined for Mexico markets.
Position Details
The Port of Harlingen Authority is seeking a Director of Business Development- DBD to focus on business growth, identifying and implementing strategies for new domestic and international business, business retention and promoting expansion.
Duties and Responsibilities
The DBD will generate and maintain formal database(s) of structured information necessary to identify business, and business sectors, that can be utilized to make business development decisions and target potential customers for the Port.
Detailed Duties
Develop and execute a comprehensive business development strategy to increase Port commerce and revenue
Develop and implement business development strategies that align with the Port’s Master Plan and objectives
Analyze market trends and client feedback to adjust strategies and identify new opportunities
Identify and pursue new business opportunities that align with the Port’s objectives
Coordinate and execute outreach visits to prospective clients to promote Port services and cultivate new business relationships
Develop and implement strategic initiatives for leasing Port properties to optimize asset utilization and support revenue growth.
Provide detailed monthly reports to the Port Director/CEO on activities, client interactions and business growth initiatives.
Collaborate with other departments to develop and support customer relationships
Manage external agencies, vendors and consultants to execute business development initiatives effectively
Collaborate with other departments to identify, develop, and pursue grant funding opportunities that align with the Port’s strategic objectives.
Represent the Port at conferences, workshops, trade shows and community events
Perform other duties as assigned

Qualifications
The preferred candidate will have knowledge of information management systems, data collection requirements, computer systems and technologies, and public agency management. The candidate must have significant experience and direct involvement in business development and sales of services and international sales, and an understanding of logistics, transportation and distribution industries.
The candidate must have the ability to perform a broad range of duties, plan, organize and direct activities, have excellent communication skills, both verbal and written, be bilingual (English and Spanish) and be able to work collaboratively with others and supervise staff and contractors as required.
Additional Requirements
The selected individual must be able to complete a federal background check, possess a valid driver’s license and have a good driving record and valid passport, or apply for one upon selection, as well as willing to travel to meet with potential tenants and for work-related conferences. The individual must also be willing to receive 8 hours of professional training every year. The position may require the performance of other essential and marginal functions as directed by the Port Director/CEO.
Education and Experience
A bachelor's degree in business administration, political science, and at least 3-5 years of experience in business development, sales or equivalent. Professional port certifications in management preferred.
