Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This position will execute and manage all facets of Human Resources and Organizational Development for PCCA while providing support to the Chief Talent Officer.
ESSENTIAL FUNCTIONS
Oversees the planning, development, implementation, and administration for all facets of the Human Resources functions to include, but not limited to recruitment, salary and employee benefits administration, performance management, rewards and recognition, employee engagement, organizational development, employee relations, drug-free workplace plan, EEO compliance, records management, and HR information systems
Coaches and advises senior management and other personnel in the following areas: staffing, compensation, performance management, employee relations, employee communications, benefits, wellbeing, talent development and change management
Works closely with senior management in the strategic planning of human resources issues and provides management with ongoing consultation and recommendations regarding employee development and training initiatives
Acts as the administrator of the PCCA health, dental, and supplemental benefits programs
Oversees PCCA retirement programs
Oversees total compensation and reward programs designed to enhance the achievement of performance goals and the continued attraction and retention of top talent
Oversees regular market research and studies to evaluate the competitiveness of the organization’s total compensation rewards package
Oversees the regular communication of compensation policies, programs, and changes to stakeholders
Collaborates with Safety and Risk Management in support of safety and return to work initiatives for PCCA employees
Prepares the annual department budget and effectively negotiates professional services agreements for departmental purposes
Participates and coordinates with the executive and senior leadership teams to ensure goals of PCCA are successfully achieved
Develops and maintains an effective department through proper selection, training, and assignment of personnel
Manages, supervises, evaluates, promotes and disciplines assigned staff, and recommends promotions and increases
Maintains a high level of professionalism, integrity, emotional intelligence, and intellectual curiosity to promote a strong and inclusive culture representing the PCCA SEAPORT values
CPR certified or the ability to become CPR certified within the first year of employment
Tier 1 status designation

The preferred candidate should also be an organized, thorough, and disciplined individual with a focus on maintaining optimal integrity in support of PCCA strategies. They must possess the following:
EDUCATION & CREDENTIALS
Bachelor’s degree in business or related field from an accredited college or university
Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
Valid driver’s license
EXPERIENCE & JOB KNOWLEDGE
Ten years of experience of increasingly responsible Human Resources management
Demonstrated authoritative leadership and team building skills, creative problem solving and decision-making skills
History of creating effective working relationships to foster an organizational culture that supports intra-organizational teamwork and collaboration while working with people from diverse backgrounds and areas of technical expertise
Solid experience reviewing and interpreting employment related laws and regulations
Thorough and detailed knowledge and practical application of employment compliance and regulatory issues
Thorough knowledge of the theories, principles, and practices of human resources management, including policy and procedure development and implementation
Problem-solving, consensus building, and experience working effectively within an energetic and dedicated team
Proven ability to implement programs or practices designed to enhance service and value
Broad knowledge of the principles, practices, and techniques of effective employee supervision, including instructing, training, planning, delegating, motivating, and evaluating performance
Knowledge of administrative practices and policies related to budget, personnel, and cost control
Knowledge of the principles and practices of contract administration and compliance, along with effective negotiation principles and techniques
Hands-on management approach with strong technical knowledge and presentation skills

ESSENTIAL PHYSICAL JOB FUNCTIONS
