BASIC FUNCTION - Plans, coordinate, direct and control all marine activities.
Primary responsibility for the administration of all seaport equipment, facilities and personnel in a manner that best fulfills the needs of the Virgin Islands community and accomplishes the goals and objectives of the Port Authority.
Direct and control all operations of harbors, marine terminals, piers, docks, channels, bulkheads, and other facilities directly related with maritime activities and services
Ensure that marine operations are carried out in compliance with all applicable rules and regulations, and maintain close liaison with all local and Federal governmental agencies that regulate maritime activities.
Develop and establish, in close liaison with the Planning and Development function, short and long-term plans for the development of marine facilities and services.
Establish the maintenance requirements and priorities for all marine facilities, and coordinate with the Maintenance Supervisor for the scheduling and performance of such services.
Ensure that all marine operations are carried out in a manner that best guarantees the safety and security of all passengers, personnel, cargo, vessels, facilities and equipment of the Port Authority.
In conjunction with property management department, develop, and maintain current, a list of all tenants or third parties utilizing the facilities under his supervision, including lease particulars, charges, date, conditions, terms, etc. and / or agreements. Inform tenants of violations to the lease conditions, terms VIPA regulations, etc.
Maintain all necessary records of activities, statistics and other pertinent information vital to the operation of the Administration and Finance function.
DESIRABLE KNOWLEDGE, ABILITIES, AND SKILLS
Thorough knowledge of the terminals, piers, bulkheads, warehouses, channels, water depths, tide conditions of the harbor and adjacent waters.
Thorough knowledge of navigation rules and applicable Federal and Insular Laws and operating conditions and piloting requirements of a variety of types of ships
Ability to establish and maintain effective working relationships with co-workers, ships captains and crewmembers, and all other persons contacted during the course of the work
Good physical condition, physical agility.
Graduation from a recognized college or university with major work in business or public administration, marine management and five years of related experience.
